What a bottleneck does

The tighter of power and cooling determines the shared retained-output factor. If demand is twice the available capacity, the workshop retains about half its output before any rack-local constraint. Utility upgrades can therefore improve every active rig.

Park unused equipment, choose Economical or a lower-demand module, or upgrade the actual bottleneck. Buying more cooling does not fix a power shortage. A vented active rack adds another 20 W to shared demand.

The rack has local limits too

Each industrial power level beyond level 2 adds 140 W of local rack capacity. Each industrial cooling level beyond level 2 adds 120 HU. These increases work in either rack mode.

A rack can fit inside shared workshop capacity and still hit its local ceiling. Inspect both constraints. Dispatches need at least 80% retained rack output; modern certifications impose their own higher requirements.
